DPO: Add or Amend and Delete Suppliers

The "Suppliers" section is where you can add suppliers or amend and delete existing ones.  

You can determine whether users can create a PO with existing suppliers only or create a PO with a supplier that does not exist.  

When creating a PO, a supplier will need to be added.
